Research Council

According to the recommendations of the CSIR Review Committee, the CSIR Society has decided to make changes to the organizational structure of CSIR and its laboratories. Consequently, Research Councils have been established in place of the former Research Advisory Committees.

The Research Council (R.C.) will no longer be an advisory body. The Research Council will now "inspire, suggest new areas of research, and orient research and development programs in the desired direction." Additionally, it will work as a professional body for resource allocation and monitoring their utilization in each laboratory.

1.1 Membership

External experts, one of whom will be designated as the Chairperson
Representatives from relevant scientific departments/agencies of the Government of India
Director of the laboratory
Senior scientist from another CSIR laboratory
Director-General or their representative, as a permanent invitee
The Secretary of the Research Council will be nominated by the Director
Non-CSIR members will be paid a fee of INR 5000/- per meeting
The tenure of nominated members is three years, with meetings held at least twice per year

1.2 Functions

Advise on future research and development directions
Suggest networking with other CSIR laboratories for thematic activities
Review and guide research programs
Promote industry-laboratory relationships
Form expert panels for staff selection
Other tasks assigned by the Director-General

1.3 Powers

Form selection committees for scientific staff
Recommend resource allocation for major research projects
Approve research projects costing over INR 5 million
Recommend delegation of powers to project leaders
The Chairperson will preside over meetings
The Director-General, CSIR, may review and amend Research Council decisions
